제1조 (목적)
본 규정은 한국방재학회(이하 “학회”라 한다.) 회원들의 연구 윤리를 확보하기 위한 기본적인 원칙과 방향을 제시함을 목적으로 한다.
제2조 (적용대상)
본 규정은 학회 주관의 학술행사, 연구사업, 출판사업, 교육사업 등의 학술활동에 참여하는 연구자에게 적용한다.
제3조 (적용범위)
본 학회의 연구윤리 범위는 특정 연구 분야의 윤리 및 진실성에 관하여 국가기관의 상위 법령에 특별한 규정이 있는 경우를 제외하고는 규정에 의한다.
제4조 (연구부정행위의 범위)
본 규정에서 제시하는 연구 부정행위(이하 “부정행위”라 한다.)는 연구 과제의 제안, 수행, 결과보고 및 발표 등에서 행하여진 위조·변조·표절·부당한 논문저자 표시행위 등을 말하며 다음 각 호와 같다.
- ① 위조: 존재하지 않는 데이터 또는 연구결과 등을 허위로 만들어 내는 행위
- ② 변조: 연구 재료·장비·과정 등을 인위적으로 조작하거나 데이터를 임의로 변형·삭제함으로써 연구 내용 또는 결과를 왜곡하는 행위
- ③ 표절: 타인의 아이디어, 연구 내용, 결과 등을 정당한 승인 또는 인용 없이 도용하는 행위
- ④ 중복게재: 이전 연구결과와 동일 또는 실질적으로 유사한 저작물을 적절한 출처표시 없이 재사용하는 행위
- ⑤ 부당한 논문저자 표시: 저자 자격 요건을 충족하지 못한 자에게 저자 자격을 부여하거나, 충족한 자에게 부여하지 않는 행위
- ⑥ 부정행위 조사 방해 또는 제보자 위해 행위
- ⑦ 학문 분야에서 통상적으로 용인되는 범위를 심각하게 벗어난 행위

⑧ 생성형 인공지능(AI) 관련 위반 행위
- 1) 생성형 AI는 논문의 저자가 될 수 없다.
- 2) AI 활용 시 사용 목적과 범위를 원고에 명확히 공개하여야 한다.
- 3) 생성된 결과물의 책임은 전적으로 저자에게 있다.
- ⑨ 기타 자체적으로 조사 또는 예방이 필요하다고 판단되는 부정행위
제5조 (검증시효)
제보는 접수일로부터 만 5년 이전의 부정행위에 대해서는 이를 처리하지 않음을 원칙으로 한다. 단, 재인용되어 후속연구가 진행되는 경우에는 예외로 한다.
제6조 (제보자의 권리보호)
- ① 제보자는 부정행위를 인지하고 학회에 알린 자를 말한다.
- ② 제보자는 가능한 모든 방법으로 제보할 수 있으며 실명 제보를 원칙으로 한다.
- ③ 학회는 제보자의 신원을 보호한다.
- ④ 제보자는 조사 절차 및 일정에 대한 정보를 요구할 수 있다.
- ⑤ 허위 제보자는 보호 대상에서 제외한다.
제7조 (피조사자의 권리보호)
- ① 피조사자는 조사 대상자로 지정된 자를 말한다.
- ② 학회는 피조사자의 명예와 권리를 보호한다.
- ③ 판정 전까지 의혹은 외부에 공개하지 않는다.
- ④ 피조사자는 조사 절차 및 일정 안내를 요구할 수 있다.
제8조 (연구윤리위원회 구성 및 권한)
- ① 위원장은 이사회에서 선출하여 학회장이 임명한다.
- ② 위원 수는 5명으로 한다.
- ③ 위원은 위원장이 추천하고 학회장이 위촉한다.
- ④ 피조사자는 위원에서 제외한다.
- ⑤ 위원회는 출석 및 자료 제출을 요구할 수 있다.
제9조 (연구 부정행위의 조사 및 결과 보고)
연구윤리 문제가 접수되면 학회장은 연구윤리위원회에 조사를 의뢰한다. 위원회는 다음 사항을 포함하여 이사회에 보고한다.

- ② 조사 대상 부정행위
- ③ 위원 명단 및 회의록
- ④ 부정행위 범위 및 사실 여부
- ⑤ 관련 증거 및 증인
제10조 (검증원칙)
부정행위 입증 책임은 연구윤리위원회에 있으며, 제보자와 피조사자에게 동등한 진술 기회를 보장한다.
제11조 (조사결과 보고에 대한 후속조치)
부정행위가 확정될 경우, 이사회 의결에 따라 다음 조치를 취할 수 있다.
- ① 연구 결과물 취소 또는 수정
- ② 게재 취소
- ③ 회원자격 상실
- ④ 제명
- ⑤ 법적 조치
제12조 (기타)
본 규정에 없는 사항은 이사회 결의 또는 관계법령에 따른다.

Research Ethics Regulation
Article 1 (Purpose)
The purpose of this Regulation is to present the basic principles and directions intended to secure the members’ research ethics of Korean Society of Hazard Mitigation (hereinafter referred to as the “Society”).
Article 2 (Objects of Application)
This provision shall apply to those who participate in the academic activities of the Society organizing academic events, research projects, publishing, education business, and so forth.
Article 3 (Coverage of Application)
The coverage of application for the Society’s research ethics shall be in accordance with this Regulation, except pursuant to the special provisions of upper laws and regulations established by national institutions.
Article 4 (Definition of Research Misconduct)
Research Misconduct (hereinafter referred to as the “Misconduct”) refers to forgery, falsification, plagiarism and unjustifiable indication of authors executed in research proposals, conduct, results reporting and announcements as follows:
- ① Forgery: Creating data or research results that do not exist
- ② Falsification: Distorting research information or results by manipulating materials, equipment, process, or deleting data
- ③ Plagiarism: Using others’ ideas, research content, or results without proper approval or citation
- ④ Duplicate publication: Reusing identical or similar academic works without proper consent or citation

⑤ Unjustifiable indication of authors
- 1) Substantial contributions to conception, design, acquisition, analysis, or interpretation
- 2) Drafting or critically revising the work
- 3) Final approval of the published version
- 4) Accountability for integrity and accuracy
- ⑥ Interfering with investigation or harming the informant
- ⑦ Seriously deviating from commonly accepted scientific standards

⑧ Generative AI-related violations
- 1) Generative AI shall not be listed as an author
- 2) AI usage must be disclosed in manuscripts
- 3) Authors bear full responsibility for AI-assisted content
- ⑨ Other misconduct deemed necessary for investigation or prevention
Article 5 (Validity of Verification)
Information on misconduct occurring more than five years prior shall be disregarded, except when such results are reused in subsequent research.
Article 6 (Protection of Informant’s Right)
- ① Informant means any person reporting misconduct
- ② Reports may be submitted orally, in writing, by phone, or e-mail
- ③ The Society shall protect the informant’s identity
- ④ Informants may request investigation procedures and schedules
- ⑤ False informants shall not be protected
Article 7 (Protection of Examinee’s Rights)
- ① Examinee refers to persons subject to investigation
- ② The Society shall protect examinee’s honor and rights
- ③ Suspicions shall not be disclosed before final judgment
- ④ Examinees may request investigation information
Article 8 (Composition and Authority of Research Ethics Committee)
- ① Chairman shall be elected and appointed by the President
- ② The Committee shall consist of five members
- ③ Three members shall be appointed upon recommendation
- ④ Examinees shall be excluded from the Committee
- ⑤ Attendance and material submission may be required
Article 9 (Investigation Result Report of Research Misconduct)
The Committee shall investigate and report results to the Board including the following:
- ① Contents of information
- ② Subject of misconduct
- ③ Committee members and minutes
- ④ Judgment on scope and facts
- ⑤ Evidence and witnesses
Article 10 (Principle of Verification)
The Committee shall ensure fairness, equal opportunity for defense, and advance notice of procedures.
Article 11 (Follow-up Measures on Investigation Result Report)
If misconduct is confirmed, the following measures may be taken by Board resolution:
- ① Cancellation or modification of research results
- ② Cancellation of publication
- ③ Disqualification of membership
- ④ Expulsion
- ⑤ Legal accusation
Article 12 (Others)
Matters not specified shall follow Board resolutions or relevant laws.
